There is a TON of back and forth going on between Outlook, the OWA, and everyone who is connecting (to that particular shared calendar). The more people who are sharing and syncing the calendar, more issues seem to happen. We fought the calendar sync issue constantly. On iPhones you are lucky for it to be wonky at best. Well, here is what I can tell you from experience dealing with office 365 within the 3rd largest school district in the state. The only solution I've come up with is create a group box and use another licenses then sign in people on there phones with the secondary account and load that account up with any calendars they may need on the go.
